Rewards for Justice is offering a reward of up to $2 million for information on Abdullah Nowbahar. Nowbahar is an explosives expert associated with Hezb-e Islami Gulbuddin (HIG) and is a member of HIG bombmaker Abdul Saboor’s attack network. Nowbahar and Saboor were key participants in the September 18, 2012 car bomb attack against a bus carrying foreign employees of Kabul International Airport in Afghanistan. The blast killed 12 people.
On March 10, 2016, The U.S. Department of State designated Nowbahar as a Specially Designated Global Terrorist pursuant to Executive Order 13224. As a result of this designation, among other consequences, all property and interests in property of Nowbahar that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Nowbahar.
