Rewards for Justice is offering a reward of up to $10 million for information that leads to the disruption of the financial mechanisms of Hizballah. Ali Youssef Charara, also known as Ali Youssef Sharara and ‘Ali Yusuf Sharara, is a key Hizballah financier and Chairman and General Manager of Lebanon-based telecommunications company, Spectrum Investment Group Holding SAL, an entity sanctioned by the U.S. Department of the Treasury. Charara has received millions of dollars from Hizballah to invest in commercial projects that financially support the terrorist group.
In addition to Charara’s facilitation of commercial investments on behalf of Hizballah, Charara has also worked on oil ventures in Iraq. Additionally, Charara has extensive business interests in the telecommunications industry in West Africa.
On January 7, 2016, the Department of the Treasury designated Charara as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property and interests in property of Charara that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Charara. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to Hizballah, a U.S.-designated Foreign Terrorist Organization.
