Evgeny Viktorovich Gladkikh is a Russia-based hacker who has conspired with others to install on U.S. computer systems malware designed to cause physical safety systems to stop operating or to operate in an unsafe manner.
From at least August of 2014 through July of 2018, he sought to commit computer intrusions targeting energy facilities and refineries in the United States and other countries that would cause damage to those facilities.
Gladkikh conspired in these malicious cybersecurity activities with the State Research Center of the Russian Federation FGUP Central Scientific Research Institute of Chemistry and Mechanics (a.k.a. “TsNIIKhM”), the Applied Development Center, and other known and unknown co-conspirators.
He has been charged in a U.S. federal indictment with conspiracy to cause damage to an energy facility, attempt to cause damage to an energy facility, and conspiracy to access protected computers and obtain information and to intentionally damage protected computers by knowing transmission. U.S. authorities issued a federal arrest warrant for him in July 2021.
