Rewards for Justice is offering a reward of up to $5 million for information on Yahya Haqqani, also known as Haroon. Yahya Haqqani is a key leader of the Haqqani Network (HQN), a U.S.-designated Foreign Terrorist Organization (FTO).
Yahya has been closely involved in HQN’s terrorist, financial, and propaganda activities. Yahya has acted as the group’s de facto head when its senior-most HQN leaders, Sirajuddin Haqqani (Yahya’s brother-in-law) and Khalil Haqqani, were absent. Yahya has provided significant support for HQN attacks. Yahya has also conducted and managed HQN and Taliban media and propaganda activities. Yahya sometimes serves as a liaison between the HQN and al-Qa’ida (AQ), and he has maintained ties with AQ since at least mid-2009. In this role, Yahya has provided money to AQ members in the region for their personal expenses.
On February 5, 2014, the U.S. Department of the Treasury designated Yahya Haqqani as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property, and interests in property, of Yahya Haqqani that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Yahya Haqqani. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to the FTO HQN.
