Rewards for Justice is offering a reward of up to $10 million for information that leads to the disruption of the financial mechanisms of Hizballah. Hasib Muhammad Hadwan, also known as Hajj Zayn, is a senior official in Hizballah’s General Secretariat. He is subordinate to Hasan Nasrallah, secretary-general of Hizballah, and is responsible for raising funds from donors and businesspeople outside of Lebanon. As part of their functions and responsibilities in Hizballah, Hadwan and his office manager, Ali al-Sha’ir, use the international financial system to transfer money to Lebanon, while concealing the real purpose behind the fundraising, which is financing the terror organization’s activity.
On September 17, 2021, the U.S. Department of the Treasury designated Hadwan as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property and interests in property of Hadwan that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Hadwan. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to Hizballah, a U.S.-designated Foreign Terrorist Organization.
