Rewards for Justice is offering a reward of up to $5 million for information on Ali Saed bin Ali el-Hoorie, also known as Ali Saed bin Ali al-Houri. El-Hoorie, an alleged member of the Saudi Hizballah terrorist organization, is wanted for his role in the 1996 bombing of Khobar Towers near Dhahran, Saudi Arabia.

On June 25, 1996, members of Saudi Hizballah detonated a tanker truck containing plastic explosives in the parking lot of Khobar Towers, a residential complex used to house U.S. military personnel. The blast all but destroyed the nearest building, killed 19 U.S. service members and one Saudi citizen, and wounded hundreds of individuals from various nations.

On June 21, 2001, a U.S. federal grand jury indicted el-Hoorie and 13 other individuals connected to the attack.

On October 12, 2001, the U.S. Department of State designated el-Hoorie as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property, and interests in property, of el-Hoorie that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with el-Hoorie. He is on the FBI’s Most Wanted Terrorists List.
