Rewards for Justice is offering a reward of up to $10 million for information that leads to the disruption of the financial mechanisms of Hizballah. Ali Qasir is a Hizballah representative in Iran and is a key facilitator of financial and commercial activities that benefit Iran’s Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) and Hizballah. He is also the nephew of Hizballah official Muhammad Qasir, with whom he works closely to facilitate financial activities between the IRGC-QF and Hizballah.
Ali Qasir is also the managing director of the Hizballah-linked front company Talaqi Group, which finances oil shipments for the IRGC-QF. Ali Qasir assigns maritime vessels to deliver shipments for the terrorist network based on the IRGC-QF’s guidance. Ali Qasir’s responsibilities include negotiating sales prices for goods and settling shipping vessel-related payments. Ali Qasir has overseen sales price negotiations and collaborated to cover expenses and facilitate an Iranian oil shipment by the ADRIAN DARYA 1 for the benefit of the IRGC-QF. Ali Qasir represents the Lebanon-based Hokoul S.A.L. Offshore company in negotiations over its supply of Iranian crude oil to Syria. Additionally, Ali Qasir has schemed and worked with others to use the Talaqi Group to facilitate the sale of tens of millions of dollars worth of steel.
On September 4, 2019, the U.S. Department of the Treasury designated Ali Qasir as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property, and interests in property, of Ali Qasir that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with Ali Qasir. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to Hizballah, a U.S.-designated Foreign Terrorist Organization.
