Rewards for Justice is offering a reward of up to $5 million for information on Ali Sayyid Muhamed Mustafa al-Bakri, also known as Abd al-Aziz al-Masri. Al-Bakri is a member of the al-Qai’da (AQ) shura council, the group’s decision-making body, and is a close associate of AQ leader Sayf al-Adl. Al-Bakri is an explosives and chemical weapons expert.
Prior to joining AQ, al-Bakri was a member of the Egyptian Islamic Jihad terrorist group under the direction of al-Zawahiri. He served as an instructor in AQ camps in Afghanistan, training terrorist recruits in the use of explosives and chemical weapons. Al-Bakri also attempted to hijack a Pakistani Air passenger flight in December 2000. It is likely that he continues to train AQ terrorists and other extremists.
Al-Bakri is settled with his family in Iran.
On October 3, 2005, the U.S. Department of the Treasury designated al-Bakri as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property and interests in property of al-Bakri that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with al-Bakri. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to AQ, a U.S.-designated Foreign Terrorist Organization.
