Rewards for Justice is offering a reward of up to $7 million for information on Abu Ubaydah Yusuf al-Anabi, also known as Abou Obeida Youssef al-Annabi and Yazid Mubarak. Al-Anabi is the leader of the terrorist organization al-Qa’ida in the Islamic Maghreb (AQIM). AQIM announced al-Anabi as the group’s new leader in November 2020. Al-Anabi pledged allegiance to al-Qa’ida (AQ) leader Ayman al-Zawahiri on AQIM’s behalf and is expected to play a role in AQ’s global management.
Al-Anabi, an Algerian citizen, was previously the leader of AQIM’s Council of Notables and served on AQIM’s Shura Council. Al-Anabi was formerly AQIM’s media chief.
On September 9, 2015, the U.S. Department of State designated al-Anabi as a Specially Designated Global Terrorist pursuant to Executive Order 13224, as amended. As a result of this designation, among other consequences, all property, and interests in property, of al-Anabi that are subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in any transactions with al-Anabi. In addition, it is a crime to knowingly provide, or attempt or conspire to provide, material support or resources to AQIM, a U.S.-designated Foreign Terrorist Organization. Al-Anabi was placed on the United Nations Security Council Resolution 1267 (UNSCR 1267) sanctions list on February 29, 2016, making him subject to an international asset freeze, travel ban, and arms embargo.
